This is a manual backport of elastic/elastic-agent#700 to the agent in 7.17

Looks like the same E2E tests failed here with an unrelated change: https://beats-ci.elastic.co/blue/organizations/jenkins/e2e-tests%2Fe2e-testing-mbp/detail/7.17/861/pipeline

I'll merge this today if there is no objection.
