Cherry-pick of PR #24086 to 7.x branch. Original message:

Replaces temporary use of ECS 1.8 branch with v1.8.0 tag.

This has no practical effect as the 1.8 branch at the time it was fetched and the v1.8.0 are equivalent.

Replaces use of ecs 1.8 branch with v1.8.0 tag.
