Cherry-pick of PR #20993 to 7.x branch. Original message:

What does this PR do?

The Java SimpleDataFormat's zzz allows for GMT-07:00 in timestamps
but this wasn't handled in the processor.

Why is it important?

The processor should be able to parse all formats in the specification.
