Cherry-pick of PR #19857 to 7.x branch. Original message:

What does this PR do?

When an application or service checks in with Elastic Agent it can now send a payload. That payload is then forwarded to Fleet prefixed with the name of the application in the payload body.

Why is it important?

This allows fleet and other kibana plugins to use this extra check-in payload data to manage state and status of a running process on a deployed Elastic Agent.
