Mark old issue as stale and auto close

• Issue without any changes for more then 365 should be marked as stale (label).
• Issue which are stale for more then 180 days should be auto closed.

Issues marked as stale should be triaged by the team and ideally the auto close never has to happen as a the team acts on it before. Any action on a Github issue like a 👍 , comment or similar will restart the stale counter.
