We should move away from the top level config file support for suites and make them another monitor type. This is being done in #23467 . The idea here is that we can have both suites and inline jobs in the browser check. The browser check can take an optional source attribute, that would let it pick whether its inline a suite or some other future type (say github to pull down a repo and run that.
