Elastic Agent needs to report to Fleet when it is possible for it to be upgraded. If the Elastic Agent does not report that it can be upgraded, Fleet will assume that it is not upgradeable.

#21206 added the prevention of upgrading, but the reporting back to Fleet still needs to be added.

This is a follow up from the #21001 which was to just add the prevention, this is to track the reporting aspect to Fleet.
