1.70.0 release of DAP is a documentation only change which clarifies a few fields in the DAP. Fixes eclipse-lsp4j#940

Unfortunately the dap repo is not tagged - see microsoft/debug-adapter-protocol#590 - but the changelog matches what this change has in it. |
