SendText广播方法虽然接收的延迟是一个数组，实际情况是只延迟第一个延迟时间。 增加一个BroadcastTextToFriendsByRandomTime方法。用于随机时间发送。还是基于WebWxSendMsg()实现的，和SendText本质上一样。(重新提交，代码经过项目主优化。)
