Description

This PR performs the branch out procedure from 3.1.x (current master) to 3.2.x (new master):

• Bump version
• Update mirror workflow to 3.2.x
• Include 3.1.x as supported branch for backporting improvements and fixes
• Add 3.1.x nightly workflows
