I don't claim to know what's best for anyone's release branches, but anything building for a release branch should be using the -Svc pools, and I found pipelines building this branch in NetCore1ESPool-Public in the past week.

If the branch will never build again, you can just close this PR; I'm simply trying to get both the billing straightened out and the servicing builds into a separate pool, where there's actually (well, until enough of these PRs merge... ) more open capacity.
