Resolve #944.
This change updates the .NET SDK and runtime and all dependencies except System.CommandLine. System.CommandLine 2.0.0 has breaking changes that should be handled in a separate PR.
This change also opts out of a .NET 10.0 breaking change that changed .NET tool packages to include the RID. This is necessary to retain the package ID
sign.
