The failing check was also failing in other SDK PRs, but not in internal CI jobs. @marcpopMSFT who can help investigate this check? I'm merging this PR as my change is unrelated. |

Follow up on #50888
Publishing job had a dependency on source-build job that was removed. Simple fix - verified with internal build.
