Adding a link to make the project documentation and developer guide more obvious.

The idea I had when we merged the repo is that we would move this documentation out of the toolset subfolder eventually. I'm not sure how up-to-date the developer guide is, since it was from a different repo.

The build/test instructions seemed to work.

The one thing that wasn't covered were prereqs.

Arcade will bring in an SDK to build it from the command line, in VS you actually need to install the SDK to build 5.0 globally.

@dsplaisted If you want me move the documentation 1 level up I can do that. If you think the documentation needs work to a point where it's not a good idea to bring visibility, we can just close this PR.
