Aspire resources are not launched correctly for some reason, even though the test starts the app in the same way as Aspire_BuildError_ManualRestart, which seems to work. Perhaps Aspire_BuildError_ManualRestart run prior Aspire_NoEffect_AutoRestart somehow corrupts the DCP state?
