Implement RIDs and pass the current RID into GenerateDepsFile #19
Description
See the TODO in the <Target Name="GenerateDependencyFile" in Microsoft.DotNet.Core.Sdk.targets file. GenerateDepsFile needs to get the current RID in order to build the correct .deps.json file.
