Removes the cxa_thread_atexit dependency.
FYI @josephmoresena, I have rest of the Bionic fixes (against release/7.0) in bflattened/runtime#30. I'm not planning to upstream them here because actually being able to target Bionic with
dotnetis extra work on top of that (plus figuring out a way to clean up what is in that commit).
