Just create the YAML file to get the pipeline created for now.

Issue Details

Run only the default configuration in the daily runtime-coreclr pgo pipeline, and the stress modes in runtime-coreclr pgo-extra that only runs on weekends.

Given this is just adding a new file to be the target for a new pipeline I don't see any need for an expensive CI run. Will merge.
