If we are trimming away ScopedRefAttribute, what about UnscopedRefAttribute?

Handled in #72678. Maybe me saying that "Just saw that it will be synthesized by Roslyn." in #72678 (comment) was misunderstood that trimming ScopedRefAttribute is not needed.
