`fgComputeLifeUntrackedLocal` can be called multiple times for the same `lclVarNode` since `fgLocalVarLiveness` may call `fgInterBlockLocalVarLiveness` multiple times. Therefore, `m_promotedStructDeathVars` may be updated more than once for the same node. Fixes dotnet#38496.
