Fixes the build issue with signing validation for a new binary - singlefilehost.exe. The file should only ship in AppHost packages.
We explicitly list what needs to be excluded from runtime packages, and remove from layout folder before harvesting for MSI packages and ZIP generation.
Target is being moved from Arcade to Runtime repo to allow easier future modification without requiring an Arcade update
