Replaces EOL and approaching-EOL OS versions in
eng/pipelines/helix-platforms.ymlwith current supported versions per supported-os.json for .NET 11:Applies to x64 and arm32 queue variables. For Debian, Fedora, and openSUSE,
_oldestand_latestare now identical — this reflects reality (only one supported version for .NET 11). These distro-specific variables are not currently consumed by any pipeline job, so no duplicate runs occur today.Partially addresses #125690 (main branch items).
