Not seeing a reason to backport this fix to 10.0 as it just means these few packages don't get pruned in some cases where they could. |

These 5 packages had lower versions than we had in pruning data in
net9.0. Customer impact is that they would have been pruned in 9.0, but not in 10.0. Conflict resolution would still be dropping all of these regardless. No know "broken" beahvior.
