Once MsQuic 2.0 is released: microsoft/msquic#2254, we should update to it.
Note that there are breaking changes in 2.0.
Also we'll need to update published packages to consume in tests/stress on Linux (I'm not sure, whether we build it from source or download from packages.microsoft.com atm).
