AssemblyLoadContext issue with satellite assemblies on Browser #39379
Description
The tests System.Runtime.Loader.Tests.SatelliteAssembliesTests.SatelliteLoadsCorrectly and System.Runtime.Loader.Tests.GetAssemblyNameTest_ValidAssembly can't load satellite assemblies for some reason, we should investigate.
