Goals

1. Produce CoreCLR binaries targeting OpenBSD
2. Ensure CoreCLR tests work on OpenBSD
3. Ensure CoreFX tests working on OpenBSD
4. Full stack OpenBSD build

This is a community-driven port similar to the FreeBSD porting effort in #14537.
