We should wait on merging this until we snap next week. Otherwise changes will be reverted in main and main will overwrite dev17.4 during the snap. Which of course will be overwritten again when we snap for P3.... |

Feel free to close any of these PRs that are not useful, I'm trying to get things moved over in bulk and I am just using "release branch which built in NetCore1ES Pool in the last week" as my heuristic |
