Razor assembly loader follow up #76868
Description
There was extra feedback on #76808 once it was merged. This issue tracks doing that work.
Need to address the subtle race condition calling LoadFromAssemblyPath
We should stop loading the assemblies into the compiler context and instead load them into a dedicated ALC that can track its own dependency loading.
