With the addition of timing APIs to the generator driver in #60267 we now have the ability to get accurate timing information for generators.

We should either add a new switch -reportgenerator or piggy back off the existing -reportanalyzer to output generator timing statistics in the command line, and work to ensure they are surfaced and viewable in msbuild binlogs.
