If the developer places their cursor on an existing using, they will be offered a refactoring to promote it to a global using. There will be two options either add the using to the project file or to a cs file.

- Cyrus: I also like the idea of offering "promote common usings in a project" but it needs to be ok with a single file not having "using system"
- Ankita: what would the rationale for choosing these usings be?
- Cyrus: probably just show % of files that use that using in a project
- Sam: perhaps have the ability to sort by number of files that have a using included in it
