Make sure nullability mismatch in constraints specified in different partial declarations (types/methods) are properly detected and reported.

Need to decide whether mismatch should result in an error or a warning, and, if in a warning, then what should be emitted and used for the purpose of the nullable analysis.
Also, should decide if mismatch with oblivious is significant.
