Looking at https://developercommunity.visualstudio.com/t/Razor-Formatting-Feature---Internal-Erro/11068847 which repro'd when I plugged the logs into our test harness. Turns out it wasn't a real bug, but rather a bug (or multiple!) in our test harness.
So this fixes that.
Also made a skill to automate handling of future formatting logs we get in.
