Essentially a backport of #2942 with minor additions to fix missing includes, such as importing json and adding helixworkitemroot in common.py. maui_ios_scenario Test run here: https://dev.azure.com/dnceng/internal/_build/results?buildId=2155672&view=results. Only failure appears to be Blazor, which we have seen before as the issue is not being able to collect all the startups successfully. Flow improvement issue to fix this here: #2965
