Currently, the maui workload is not fully supported on Windows-arm and cannot be installed with the dotnet workload install command as normal (https://github.com/xamarin/xamarin-android/blob/main/Documentation/guides/WindowsOnArm64.md). This PR removes the failing arm tests and instead only runs the Maui Desktop scenarios on X86 and X64 Windows. Once Arm64 is supported again, this change can be reverted.
