Some doc comment changes/improvements occur from time to time in the https://github.com/dotnet/dotnet-api-docs repo. These need to be ported over to the source to avoid merge issues when the next doc build from source occurs.

The required changes are all reflected in this PR: dotnet/dotnet-api-docs#7484
