I was seeing some crashes in tests on CoreCLR that seemed to be arising because things were unhappy when an exception was thrown during a finalizer. I commented out the offending Debug.Fail call, which stopped some crashes, but we should have a better long-term fix, possibly even getting rid of the finalizer entirely.
