[workload] Remove Microsoft.Maui.Dependencies pack
Reduces the number of nupkgs and MSI files we produce and distribute by
moving the PackageReferences declared in Microsoft.Maui.Dependencies to
BundledVersions.targets. Explicit package references to
Microsoft.WindowsAppSDK and Microsoft.Graphics.Win2D have been
removed. Referencing Microsoft.WindwosAppSDK directly produces the
following warning:

warning NETSDK1023: A PackageReference for 'Microsoft.WindowsAppSDK' was included in your project. This package is implicitly referenced by the .NET SDK and you do not typically need to reference it from your project. For more information, see https://aka.ms/sdkimplicitrefs

I believe these two packages were only added to work around issues in
earlier versions of VS, and it should be safe to remove them now.

One thing that is a little tricky... They've been using dependabot to update these, such as:

Does it know how to update the $(_XamarinAndroidXBrowserVersion) property?

That is a good question, I'd need to look into the configuration for it and see if it could update the new property instead.

Alternatively we could leave the versions off... I'm still not sure what is best to do here for AndroidX. I did not set IsImplicitlyDefined for the Android dependencies, as these seem like something customers may want some control over. My thought was that it would be preferable to define an explicit version initially, and then let the customer change these as needed. However, maybe there is a case to be made for either 1) Setting IsImplicitlyDefined="true", or 2) not explicitly setting an initial version for most (all?) of the Android package references.

I reverted the version property changes and added some XmlPeek tasks instead so dependabot won't be affected. I'm still not sure on what we want to do with respect to AndroidX versions though:

I removed Microsoft.WindowsAppSDK from this list, as an explicit PackageReference to it produces the following warning:

I think I figured out what is going on with the build failure and the warning you are getting. The reason you get the warning in the samples is because it is actually building maui - using maui :)

This PR (#8751) will fix that and also make the code a bit better for this PR.
