dotnet/android is unifying the minimum Android API level to 24 for all runtimes (dotnet/android#11331). Update MAUI's centralized Android minimum in Directory.Build.targets and all project-level overrides to match. Note: this targets net11.0 because we don't want to bump the versions in main.
