This formats the project using the .editorconfig setup here. I removed one rule to make the diff smaller:

csharp_prefer_braces = true:error

This is a test to mainly see how green CI is on the net9.0 branch.

Then step 2 see if we can fix anything that isn't green.

Somehow it created build errors?!?
