Description

When switching between different ShellContent items within the same Tab in a MAUI Shell application on Windows, the [Shell.Navigating] event is not triggered, while the [Shell.Navigated]event is triggered correctly.

Steps to Reproduce

1. Run the attached sample on windows NavigatingIssue 4.zip
2. Navigate to "Page2" (FlyoutItem) then Go to "Tab A" and Switch between "Content A1" and "Content A2"
3. Observe the output .
