Description

When you add a ToolBarItem to a ContentPage it's tooltip in Light Mode is Dark and in Dark Mode it's Light.

This is how it should be:

Steps to Reproduce

1. Create a MAUI app
2. Add ToolBarItem to the ContentPage
3. Run the app
4. Long press on the toolbaritem.
