Description

While looking at #15158, I was not able to test the layout as it was using EmptyViewTemplate. I saw this PR that fixed empty views #11763 for issue #10819.

However, now that EmptyView is working we closed it, but the other issue of templates is still outstanding.

Steps to Reproduce

1. Copy the repro in Android EmptyView in CollectionView weird resize after screen rotation #15158
2. Run
3. Observe nothing
4. Change the repro to use EmptyView
5. Observe the layout

2. Run
3. Observe the empty view
4. Change the sample to use a EmptyViewTemplate
5. Run
6. Observe nothing
