This PR restores the ASAuthorizationPlatformPublicKeyCredentialAssertionRequest API that was previously marked as obsolete and removed. The API is now available again with macOS 12.0+ support.
- Removes XAMCORE_5_0 conditional compilation and obsolete attributes
- Restores Mac availability starting from macOS 12.0
- Aligns with the iOS 15.0, Mac Catalyst 15.0, and tvOS 16.0 availability
