This reverts commit 2abbaf9. These publishing changes were intended for .NET 9.0+, and they require some additional work to be compatible with stable package versioning.

This breaks the pull request pipeline, which is the reason why @dalexsoto had to try and trigger it manually, you need to update https://github.com/xamarin/xamarin-macios/blob/xcode16/tools/devops/automation/build-pull-request.yml#L249
