This issue is to track the Line Ending and BOM removal from the checked-in files coming from the OneLocBuild team used in our localization process.

After using the first powershell custom script to remove the BOM, the BOM was not removed and the line ending flag in the OneLoc tool seemed to be ignored. #18075
