Include documentation and samples that demonstrate USER best practices

The [Dockerfile best practices](https://docs.docker.com/develop/develop-images/dockerfile_best-practices/#user) suggest services should be run with a non-root user.  The current documentation and samples do not discuss or show the Dockerfile best practices around USER.  They should be updated to illustrate the best practices.
