Update NuGet.Packaging reference packages to use Newtonsoft.Json 13.0.4 via Customizations.props files. The preview.5 PSB artifacts no longer include 13.0.3, but source-build-assets builds 13.0.4, so align the reference packages to the source-built version. Source-build-assets builds 13.0.4, so update all NuGet.Packaging reference package csproj and nuspec files to reference 13.0.4 instead.
