I was planning to refactor shared steps into templates with my follow-up PR after pipelines get tested and YMLs further tweaked. But, I can do some of that work now, as well. |

This PR creates the pipeline files, which will allow me to create the pipelines internally. Then I'll iterate on the pipelines internally before submitting a second, final PR with the implementation.
Follows the same naming scheme that was used in
dotnet-dockerrepo - see dotnet/dotnet-docker#6582
