As part of the unified build effort we should switch to use stable versioning for preview releases. Stable versioning provides a better customer UX. It cleans up dotnet --info. It also helps solve source-build issues.

To implement the following needs to happen:

1. Get agreement on this policy change.
2. Validate stable versioning process/infra works for previews.
