Support building with VS2017 #2383
Description
Since VS2017 is not released yet, it should be under a switch, e.g. build.cmd vs2017 should build using VS2017.
Here is similar change in CoreCLR repo that added VS2015 support some time ago to address the same problem: dotnet/coreclr#822
